The process of handling the complaints filled in by the electoral competitors  and voters will be improved

The Council of Europe, in co-operation with the Central Electoral Commission of the Republic of Moldova (CEC), launched an analysis of the existing legal framework and practices concerning electoral dispute complaints resolution in the Republic of Moldova.

Through this analysis, the aim is to provide the CEC, and lower electoral management bodies, with concrete recommendations in the view to improve the regulatory framework and the process of handling the complaints filled in by the electoral competitors and voters. Both the November 2020 Presidential elections, as well as the July 2021 yearly Parliamentary elections have shown the need for an improvement of remitting mechanism, as well as the systematization and transparency of the processing of electoral complaints. This will also serve as a basis for the development of the Terms of References for a new module of the State Automated Informational System “Elections” run by the CEC.

This work is carried out with the expert support of the Venice Commission of the Council of Europe. The results will be presented publicly to the electoral management bodies, decision-makers and civil society organisations from the Republic of Moldova by the end of October 2021.
