The Committee of Experts on Terrorism (CODEXTER) held its 33rd Plenary Meeting on 22-24 November 2017.

During its 33rd meeting, the CODEXTER examined and approved a Draft Recommendation on Terrorists Acting Alone. The approved Recommendation will be sent to the Committee of Ministers for adoption.

This document is aimed at providing the member States of the Council of Europe with the following:

  • tools to better identify terrorists likely to act alone, as a preventive measure;
  • measures to limit the potential damage should these persons commit terrorist acts;
  • measures related to prevention of terrorism, deradicalisation and disengagement from terrorism.

Also, the participants

  •  held a first deliberation on the feasibility of a pan-European legal definition of terrorism;
  •  worked on the CoE Counter-Terrorism Strategy for 2018-2022

and decided on the follow-up to the 2nd Conference on Terrorism and Organised Crime.
