Since 1998, the CPT organised 15 periodic and ad hoc visits to Ukraine in order to monitor the treatment of persons deprived of their liberty, among others, in the penitentiary establishments. The reports published following those visits disclosed serious shortcomings within the Ukrainian penitentiary system and addressed recommendations to the relevant domestic authorities in this regard.
In order to enhance the domestic actors’ capacity to implement the on-going penitentiary reforms in line with European standards, a consolidated analysis of the CPT recommendations the to Ukraine (12 latest reports) was prepared in the Ukrainian language. The consolidated report provides an overview of measures taken by the Ukrainian authorities as well as the outstanding issues to be addressed in response to the structural problems in the Ukrainian penitentiary system identified in the CPT reports and the European Court of Human Rights’ judgments.
The Analysis was conducted in the framework of the Joint Project "European Union and Council of Europe working together to support prison reform in Ukraine" - SPERU”, which is designed to promote human rights compliant management of prisons, including better alignment of prison healthcare provisions with European standards.
