Republic of Moldova: New Individual Sentence Planning tools for the prison system

32 representatives from 7 prisons and the National Administration of Penitentiaries (NAP) of the Republic of Moldova participated in the Evaluation Workshop and a consolidation session that took place in Chisinau on 30-31 October 2023, to assess the results of piloting Individual Sentence Planning tools (ISP) in selected prisons for over six months.

The participants shared their experience and exchanged best practices in piloting ISP, bringing up the practical issues that would arise once ISP implementation is expanded to the entire system, such as the storage of files, case management, the role and responsibility of actors monitoring the process, the current practices and forms that would no longer be required, but also the need to train the staff from the prisons that have not been part of the ISP piloting process.

The event ended with the participants having agreed on the final structure and content of the ISP tools, and pledged to work on their approval and further implementation system-wide. 

ISP is designed to ensure a better rehabilitation and reintegration into society of prisoners by means of tailored interventions and support and represents a continuation of the Risk and Needs Assessment (RNA) process, piloted in selected prisons in 2021-2022.

The activity was organised under the auspices of the Project “Strengthening the prison and probation reforms, provision of health care and the treatment of patients in closed institutions in the Republic of Moldova”, financed through the Council of Europe Action Plan for the Republic of Moldova (2021-2024) and implemented by the Council of Europe.
