Back Officials of the Ministry of Internal Affairs of Georgia explore Portuguese best practices on police training

On 21-23 November 2023, officials from the Ministry of Internal Affairs (MIA) and its Academy visited the facilities of Portugal's police training department. The National Direction of Police in Lisbon and Higher Institute of Police Sciences and Internal Security (ISCPSI) superior school, together with the Public Security Police Training School (EPP), received the Georgian delegation and shared the their approach to planning and managing the education and continuous training of the police.

The objective of the visit was to gain understanding of the learning paths offered to police officers in Portugal, including the initial training courses for cadets and promotion courses for high-ranking officers. Furthermore, the links between the education and training and recruitment for various positions in the police were discussed in detail.

The Georgian delegation had an opportunity to visit the Superior School in Lisbon and the Police School in Torres Novas. As a result, through discussions with and presentations by the representatives of the Police Training Department, superior and police schools and cadets, the visitors from the MIA Academy received useful information about the operation of the continuous learning system and the basic police education in Portugal. The MIA Academy will use this information in the ongoing process of developing a continuous training system tailored to the needs of the Georgian police.

This activity was organised within the framework of the Council of Europe Project “Human Rights Compliant Policing in Georgia” (HRCPG) which is designed to address the issues related to effective policing in line with human rights standards, the rights of detained persons and their treatment by police, the treatment of juvenile victims and offenders as well as effective investigation into alleged ill-treatment by police and effective remedies against police misconduct.
