New programme for reducing violent behaviour of probationers in the Republic of Moldova

14 representatives from the National Probation Inspectorate (NPI) and 10 territorial Probation Offices of the Republic of Moldova participated in the final Working Group meeting in Chisinau on 27-28 November 2023, to agree on the final structure and content of a new probation programme focused on aggressive and violent behaviour for adult offenders under probation.

The meeting was facilitated by Council of Europe consultants, following extended consultations with the National Probation Inspectorate on the structure and contents of the Programme which addresses adult offenders under probation who present disruptive or inappropriate behaviour, and which aims at stimulating the acquisition and development of various cognitive, behavioural and emotional skills by them. The Programme aims at changing antisocial attitudes and behaviour in probationers, by improving their self-control, self-management and problem-solving skills, and developing prosocial alternatives while identifying risk situations and applying targeted interventions to mitigate and manage risk more efficiently.

The Programme will be piloted in selected territorial Probation Offices in 2024.

The activity was organised under the auspices of the Project “Strengthening the prison and probation reforms, provision of health care and the treatment of patients in closed institutions in the Republic of Moldova”, financed through the Council of Europe Action Plan for the Republic of Moldova (2021-2024) and implemented by the Council of Europe.
