The staff of the institution of the Protector of Human Rights and Freedoms of Montenegro strengthen skills as a National Preventive Mechanism

Monitoring officers of the Protector of Human Right and Freedoms of Montenegro - in their National Preventive Mechanism role have now a better understanding and increased knowledge and skills on monitoring places of detention.

Two specialised trainings took place respectively, 12-14 October dedicated to interviewing technics with particular focus on vulnerable groups and 2-4 November dedicated to recognising origins of injuries in detained people/interviewees.

Once put in practice, such knowledge will contribute to their ability to conduct a more thorough examination of the circumstances that led to situations, which are often the reason of their monitoring visits. This also adds to their efforts to follow recommendation defined in the latest report of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT/Inf (2019) 2]) “to explore in greater depth the manner in which persons are treated when apprehended and questioned by police officers”.

Activities are done under the action “Further enhancing human rights protection for detained and sentenced persons in Montenegro”, as part of the joint European Union and Council of Europe programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022", implemented by the Council of Europe.
