Following the development of the protocols, guidelines and tools on documenting and reporting ill-treatment, and raising awareness on the developed documents among Healthcare and correctional staff from closed institutions a 3-day Training of Trainers (ToT) on documenting and reporting ill-treatment in line with the Istanbul Protocol took place on 12-14 May 2025.
A total of 24 healthcare and correctional staff from all closed institutions, namely the Prison Healthcare Department, Kosovo Correctional Service, the Institute of Forensic Psychiatry of Kosovo, and the Special Institute for Persons with Learning and Physical Disabilities, including prison inspectors, completed the training.
As a result, the participants improved their knowledge and skills on safeguards against ill-treatment in prisons and other closed institutions, and how to record and report cases of alleged ill-treatment in line with the Istanbul Protocol.
The training participants are now better prepared and equipped to deliver peer-to-peer trainings and present information effectively, respond to participant questions, and lead activities that reinforce learning on this crucial topic by other professionals.
An additional and equally important feature of this training was the strengthening of inter-institutional collaboration and coordination, which is of crucial importance when tackling ill-treatment in all closed institutions.
The activity was organised under the auspices of the Council of Europe project “Improvement of the treatment of persons deprived of liberty”
