Back Meeting of the Ministers’ Deputies on 13 December 2023

At their 1484th meeting on 13 December, the Ministers' Deputies held an exchange of views with Ms Mariana Katzarova, UN Special Rapporteur on the situation of human rights in Russia. This exchange was held in the context of the Committee’s active work with the UN bodies to remind Russia of its unconditional legal obligation to implement ECHR judgments.
 
The Deputies took note with satisfaction of the final report on the implementation of the Action Plan for Ukraine 2018-2022 and its priority adjustments and, in line with the Reykjavík Declaration, encouraged member States and observers to provide voluntary contributions to ensure the full implementation of the Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
 
The Deputies also welcomed the Secretary General’s Road map on the Council of Europe's Engagement with Civil Society 2024-2027 as a significant step in the follow-up of the relevant parts of the Reykjavík Declaration and instructed the Secretariat to develop an implementation plan for the meaningful participation of civil society [more information …].
