Back Meeting of the Ministers’ Deputies on 30 April 2025

At their 1527th meeting on 30 April, the Ministers’ Deputies continued their preparation of the 134th Session of the Committee of Ministers (Luxembourg, 13-14 May 2025). They approved a draft Council of Europe Convention on the Protection of the Environment through Criminal Law and invited the Ministers to adopt it at the Session.

The Deputies held an exchange on the Secretary General’s 31st consolidated report on the conflict in Georgia, with the participation of Mr Lasha Darsalia, Deputy Minister for Foreign Affairs of Georgia. The report gives an update on the situation in the Georgian regions of Abkhazia and Tskhinvali region/South Ossetia from October 2024 to March 2025, following the conflict with Russia starting in August 2008. It provides details on developments, assesses statutory obligations, and discusses the human rights situation and current activities of the Council of Europe to address the conflict's consequences. The Deputies also adopted a series of decisions concerning the conflict in Georgia.

In addition, the Deputies held an exchange of views with Mr Michael O’Flaherty, Council of Europe Commissioner for Human Rights, which focussed on the implementation of the Commissioner’s priorities during the first year of his mandate, based on his Annual Activity Report 2024 and on the continuation of his work [more information …].
