At the start of their 1535th meeting, on 3 September 2025, the Ministers’ Deputies held a minute of silence in memory of the numerous victims of Russia's increasing strikes against Ukraine during the summer.
The Deputies held an exchange with Secretary General Alain Berset [more information …] and discussed current political affairs, particularly the war in Ukraine. They adopted the terms of reference of the CAHEC, an ad hoc committee mandated to draw up a draft Open Convention of the Council of Europe establishing an international Claims Commission for Ukraine, and to prepare a diplomatic conference for the adoption of this convention.
In addition, they held an exchange of views with:
- Michael O’Flaherty, Council of Europe Commissioner for Human Rights, including on migration, the human rights of Roma and Travellers and pressure on civil society [more information ...];
- Rareș Voicu, President of the European Youth Forum, on a variety of youth related issues and forthcoming events.
