At their 1538th meeting, on 24 September 2025, the Ministers’ Deputies held their six-monthly review of the situation with respect to the death penalty and adopted a series of decisions which will be published on 9 October, on the occasion of the European and World day against the death penalty.
The Deputies held an exchange of views with:
- Mr Nicola Muccioli, Chair of the Committee of Experts on the Evaluation of Anti‑Money Laundering Measures and the Financing of Terrorism (MONEYVAL), and took note of MONEYVAL’s annual report for 2024 [more information …].
- the External Auditor, Ms Filipa Urbano Calvão, President of the Tribunal de Contas, Supreme Audit Institution of Portugal, before adopting the 2024 financial statements and budgetary management accounts of the Council of Europe.
They also heard a communication by Ms Despina Chatzivassiliou, Secretary General of the Parliamentary Assembly on the preparation of the 4th part of the 2025 Session (Strasbourg, 29 September - 3 October 2025) and other Assembly activities.
In addition, the Deputies took note of the following documents:
- the 2024 activity report of the Enlarged Partial Agreement on Sport (EPAS), entitled “Raising the game for values-based sport”;
- annual progress reports on the implementation of the Action Plans of the Council of Europe for Armenia, Bosnia and Herzegovina, Georgia, Republic of Moldova, Ukraine. They also agreed to extend the Action Plan for Azerbaijan 2022-2025 until the end of 2026, in order to enable all the objectives contained therein to be achieved;
- a report, prepared by the Council of Europe Committee on Counter-Terrorism (CDCT), on emerging patterns of misuse of technology by terrorist actors.
