At their 1541st meeting, on 22 October, the Ministers’ Deputies approved a draft convention establishing an International Claims Commission for Ukraine. The claims commission will be the second part of a comprehensive compensation mechanism outlined in the Reykjavik Declaration of 2023, alongside the Register of Damage for Ukraine, which has been collecting claims since early 2024, and a future compensation fund [more information …]. The Deputies also heard a communication from Mr Markiyan Kliuchkovskyi, Executive Director of the Register of Damage, on the Register’s annual activity report (2024) and work in progress.
The Deputies held their regular exchange of views with Secretary General Alain Berset, which included his report on the First Council of Europe Business and Human Rights Forum – BRAVE 2025 (21 October).
They also held an exchange of views with Mr Bertil Cottier, President of the European Commission against Racism and Intolerance (ECRI), on the mission, nature and work of ECRI, as well as the main trends in racism and intolerance in Europe [more information …].
In addition, the Deputies heard a communications from Mr Mathieu Mori, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe, on the forthcoming 49th Session of the Congress (28-30 October) and other Congress activities.
The Deputies also took note of a report, prepared by the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI), on the review of the implementation of Committee of Ministers Recommendation CM/Rec(2010)5 on measures to combat discrimination on grounds of sexual orientation or gender identity.
