Mattias Guyomar, President of the European Court of Human Rights

At their 1556th meeting, on 8 April, the Ministers’ Deputies adopted the following texts:

  • Recommendation CM/Rec(2026)4 on online safety and empowerment of users and content creators. The Recommendation calls for greater transparency, democratic accountability and enhanced oversight by independent public authorities and civil society regarding how platforms hosting user-generated content design their interfaces and algorithms, and assess and manage the risks they pose to users’ human rights and democratic processes [more information …]
  • Recommendation CM/Rec(2026)5 on education in prison, which replaces the previous Recommendation from 1989, in order to take account of technological developments for digital teaching and learning, the increased understanding around key factors that impact the ability to learn such as neurodiversity, addiction, or mental health issues, and to ensure that the provision and quality of prison education is duly reviewed [more information …]
  • Recommendation CM/Rec(2026)6 on countering terrorism, violent extremism and the underlying radicalisation process on the internet. The Recommendation guides member States in identifying age-appropriate measures to prevent radicalisation to violence and recruitment, especially of young people, by terrorist and violent extremist groups and networks through the misuse of emerging technologies, including artificial intelligence (AI)
  • Guidelines on support services and other measures for victims of terrorism. The Guidelines are a practical tool to support national efforts to co-ordinate assistance to victims of terrorist attacks, particularly those with transnational dimensions, adopting a human rights-based and victim-centred approach.

The Deputies continued their preparation of the 135th Session of the Committee of Ministers (Chişinău, 14-15 May 2026), approving the draft agenda and taking note of the draft programme.

They welcomed the Chişinău Declaration adopted at the High-level Conference on Social Rights – The European Social Charter (Chişinău, 18-19 March 2026), as well as the invitation of Portugal to host the next High-level Conference on the European Social Charter in 2029, in the framework of its presidency of the Committee of Ministers.

The Deputies had an exchange of views with Mr Mattias Guyomar, President of the European Court of Human Rights, on the Court’s priorities and the major developments that have occurred since the last exchange of views in October 2025.

They also heard a communication from Mr Mathieu Mori, Secretary General of the Congress of Local and Regional Authorities, on the results of the 50th Congress session (31 March - 2 April 2026).

In addition, the Deputies took note of the following documents prepared by the Steering Committee on Media and Information Society (CDMSI):

  • Guidance Note on the implications of Generative AI for Freedom of Expression
  • policy document “Resisting Disinformation: 10 Building Blocks to Strengthen Information Integrity”
  • policy document “National Media and Information Literacy (MIL) Strategies – Practical Steps and Indicators
  • Feasibility Study on benefits and challenges to freedom of expression in immersive realities.
