At their 1552nd meeting, on 4 March, the Ministers’ Deputies adopted two new recommendations to member States addressing the problems posed to gender equality and non-discrimination, and the increase in violence against women and girls, by the structure of new technologies: Recommendation CM/Rec(2026)1 on equality and artificial intelligence and Recommendation CM/Rec(2026)2 on accountability for technology-facilitated violence against women and girls [more information …].
The Deputies also adopted a new strategic plan on human rights in biomedicine and health for 2026-2030, setting a forward-looking framework to protect human dignity, fundamental rights and ethical standards amid rapid biomedical and technological change [more information …].
The Deputies held their regular exchange with Secretary General Alain Berset, which focussed on European security in the context of crises situations and the role of the Council of Europe [more information …].
They also held an exchange of views with Ms Tatiana Molcean, Under-Secretary General of the United Nations (UN) and Executive Secretary of United Nations Economic Commission for Europe (UNECE), on strengthening cooperation between the Council of Europe and the UN in a changing world.
In addition, the Deputies took note of the following documents:
- a Study on the need for and feasibility of (an) additional non-binding instrument(s) to complement the 2011 Committee of Ministers’ Guidelines on eradicating impunity for serious human rights violations, and a Handbook on Human Rights and Artificial Intelligence, prepared by the Steering Committee for Human Rights (CDDH);
- a Study on certain aspects of regional or minority language protection and identification of good practices in member States, a thematic report on relations between Roma* The term “Roma and Travellers” is used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field: on the one hand a) Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari; b) Balkan Egyptians (Egyptians and Ashkali); c) Eastern groups (Dom, Lom and Abdal); and, on the other hand, groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies. The present is an explanatory footnote, not a definition of Roma and/or Travellers. communities and the police, and a thematic report on inclusion of Roma history in school curricula, prepared by the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI); and
- a final report on the Strategic Action Plan on Human Rights and Technologies in Biomedicine (2020-2025), prepared by the Steering Committee for Human Rights in the fields of Biomedicine and Health (CDBIO).
