Reinforcing the culture of dialogue and ethical open local governance in the Republic of Moldova

What is the project about?

The project aims to strengthen the political dialogue between local and central authorities, provide support for improving the quality of local governance through integrity, corruption prevention, open government, public ethics, and gender equality at local level, as well as support authorities with migration management. Together, these three efforts ultimately contribute to enhancing the quality of local democracy and ensuring that citizens of the Republic of Moldova benefit from local policies and practices that are ethical, fair, inclusive, and open.

The project builds on needs and recommendations identified during the previous Congress project “Reinforcing the culture of dialogue and consultation of local authorities in the Republic of Moldova” (June 2020 – June 2021).

What is the policy context?

The Republic of Moldova’s ambition to strengthen local self-government is among the commitments made in the Council of Europe Action Plan for the Republic of Moldova (2021-2024). The Congress of Local and Regional Authorities of the Council of Europe supports the country in this endeavour by monitoring the situation of local democracy and through co-operation to foster closer alignment of the local self-government framework with the principles enshrined in the European Charter of Local Self-Government. The Government of the Republic of Moldova and the Congress have signed a step-by-step Post-Monitoring Roadmap for Local and Regional Democracy in April 2021. The Congress has previously encouraged strengthening the consultation of local authorities by national authorities through Recommendation 436 (2019).

The project “Reinforcing the culture of dialogue and ethical open local governance in the Republic of Moldova” (March 2022 – March 2024) supports the local and central authorities in achieving these commitments.

What do we aim to achieve?

Enhanced decentralisation through regular consultation and dialogue between central and local levels of government

Local public authorities strengthen their capacities to prevent corruption and apply principles of open government by implementing principles of transparent, ethical, and inclusive practices

Local authorities enhance their capacities in refugee management and build the resilience of local communities

Congress supports development of operational guidelines and strategies for mitigation of local migration risks

The two-days training workshop, conducted in Chisinau, on 12-13 March 2024, served as a capacity-building activity aimed at enhancing the competencies of local authorities in developing human rights-based strategies and operational guidelines for better preparedness, response and recovery from migration related challenges. The event gathered more than 30 local elected officials and representatives of local authorities from the Republic of Moldova and Romania and representatives from Congress of Local Authorities from the Republic of Moldova (CALM) and Association of Communes of Romania (ACoR).

During the event, participants learnt about Council of Europe approaches on safeguarding the rights of migrants and refugees as well as developed local proposals for mitigating local migration risk.

The event provided opportunity to pilot the draft version of the toolkit for context-based migration management strategies for local authorities and stakeholders developed by the Congress. During the group work, participants were prepared to use methodologies provided with the toolkit in view of the phases of emergency migration management and to develop tailored proposals, strategies, and communication plans based on local realities.

“This was a consistent workshop, with activities to elucidate effective practices on migration risks, especially at the local level. This will help representatives of local authorities to develop necessary strategies and regulations, in order to reduce potential risks occurring in such crises, which become more and more present in the world. We had useful exchange of best practices aimed at facilitating the work of local authorities, with important guidelines received from international experts”, stressed Constantin Cojocari, Mayor of Edinet.

The event was organised by the Congress of Local and Regional Authorities of the Council of Europe as part of two co-operation projects “Reinforcing the culture of dialogue and ethical open local governance in the Republic of Moldova” and “Strengthening resilience in local and regional authorities facing migration challenges”; and in partnership with CALM within the framework of the quadripartite Memorandum of Understanding signed between the Congress and the national associations of local authorities from Poland, the Republic of Moldova and Romania.

Who benefits from the project?

The project targets the Congress of Local Authorities of Moldova (CALM) and local and regional authorities in the Republic of Moldova. Ultimately, the citizens of the Republic of Moldova will benefit from local policies and practices that are ethical, fair, inclusive, and open.
