The Council of Europe, in close collaboration with the National Anticorruption Centre of the Republic of Moldova, organized a series of training events focused on whistleblowing procedures and protection measures for the employees of the Police, Border Police and the Internal Protection and Anti-Corruption Service (Ministry of Internal Affairs). The events aimed to train and inform law enforcement officers about the whistleblowing procedures and protection measures, stemming from the requirements of the legislative provisions of the Republic of Moldova in this field.
Despite progress, including the adoption of a new law on the protection of whistleblowers in October 2023, Moldova continues to face challenges in the full implementation of effective whistleblower protections. In this context, additional guidance and best practice examples are essential to enable the authorities to enforce the law effectively and create robust internal reporting systems. The training events are an essential step toward ensuring that Moldova’s law enforcement agencies are well-equipped to handle whistleblowing cases, protect whistleblowers, and improve the country’s overall anti-corruption framework.
This initiative is part of Moldova’s broader efforts to align its legislative, policy, and institutional frameworks with international standards on corruption prevention, as part of the country's commitment to GRECO and its obligations under the Council of Europe.
