The Republic of Moldova’s probation system advances evidence-based rehabilitation approaches for violent and aggressive offenders under probation

Guided implementation of the new Offender Behaviour Programme (OBP) for violent and aggressive offenders under probation over the last 15 months concluded with an evaluation workshop on 21 May 2026. The representatives of the National Probation Inspectorate, regional and territorial probation offices and Council of Europe consultants jointly analysed the preliminary results of the pilot implementation, the benchmarks for further monitoring and evaluation, the programme’s sustainability, and further consolidation needs.

Piloted in 26 probation offices, with 223 offenders, the programme’s evaluation shows improved emotional self-regulation, better conflict management, increased personal responsibility, enhanced interpersonal relations, and strengthened motivation for behavioural change and social reintegration of participants. The evaluation also validates the new Programme as an effective psychosocial intervention tool for reducing aggressive behaviour in probationers, developing their social and emotional skills, and lowering the recidivism risks.

The workshop also highlighted the importance of continuing and expanding cognitive-behavioural interventions within the probation system, alongside strengthening the monitoring, supervision and probationers’ motivation mechanisms, in order to support their long-term rehabilitation and social reintegration outcomes.

The activity was organised under the auspice of the Council of Europe Projects “Further strengthening the prison and probation systems, the provision of health care, and the treatment of patients in closed institutions in the Republic of Moldova” implemented through the Council of Europe Action Plans for Moldova (2025 – 2028)
