In October, the Leova City Council approved the Local Action Plan for Open Government (Action Plan) for 2025-2027, a strategic document developed within the Open Government Partnership (OGP) Local, with the support of the Congress of Local and Regional Authorities of the Council of Europe.
The Action Plan marks an important step in ensuring transparent, accountable, and efficient local government and aims to improve dialogue with citizens and strengthen the capacity of local authorities in amalgamated community to implement open government principles.
The Action Plan focuses on two strategic priorities identified following an extensive online and offline co-creation process involving Leova local authorities, civil society, citizens, and the diaspora. The two priorities relate to extending participatory budgeting to the entire amalgamated community and strengthening direct consultation with citizens on all local issues through the "Municipality in the Field" initiative.
The document envisages strengthening citizens' knowledge of the principles and benefits of participatory budgeting, as well as developing a digital platform for participatory budgeting that will ensure free access to draft decisions, the possibility of online voting, and the integration of feedback and monitoring tools. Standardised mechanisms for public involvement and citizen monitoring groups will also be established to strengthen the accountability of local government.
The implementation of the Action Plan will be a joint effort of the Leova Municipality, the Local Council, civil society organisations, educational institutions, and community leaders. "Citizens will not only be consulted, but they will become co-creators and watchdogs of the implementation of the Action Plan", said Alexandru Bujorean, Mayor of Leova.
Through this initiative, Leova is playing a leading role in demonstrating how open government principles can be effectively implemented at the local level and serves as a model for other municipalities that want to modernise their public services and involve citizens in the decision-making process.
The Local Action Plan for Open Government was developed with the support of the project "Promoting multilevel dialogue, open government, and human rights at the local level in the Republic of Moldova" (2025–2028), implemented by the Center of Expertise for Multilevel Governance of the Congress of Local and Regional Authorities of the Council of Europe, as part of the Council of Europe Action Plan for the Republic of Moldova (2025–2028).
