The Congress supports the development and implementation of open government policies in the Republic of Moldova

As the fifth National Open Government Action Plan (2023–2025) in the Republic of Moldova concluded, a roundtable, conducted in Chisinau on 13 February 2026, reflected on the achievements, challenges and impact of open government policies. About 60 representatives of central and local public authorities, civil society and development partners, took stock of the progress made in advancing transparency, accountability, and citizen participation, and set priorities for the next planning cycle in line with the outcomes of the 2025 OGP Summit.

State Secretary of the Government, Daniel Rotaru, noted that the 87% implementation rate of the fifth Open Government Action Plan reflects public authorities’ commitment to open and participatory governance. He also indicated that the new plan aims to reinforce this commitment and prioritise it at both central and local levels.

Mr. Alexandru Bujorean, the Mayor of Leova - the only locality in the Republic of Moldova that is part of the global OGP Local Programme - noted at the event that by adopting the first Local Open Government Action Plan, developed with the support of the Congress of Local and Regional Authorities (Congress), Leova has demonstrated how open government principles can be efficiently implemented at local level, thus encouraging other municipalities to join this effort.

Deputy Head of the Council of Europe Office in Chisinau, Vedran Ian-Kjeldsen, underlined that the Congress has played an active role in implementing the first two commitments of the 5th National Open Government Action Plan. It has supported various open government initiatives at both local and central levels. These efforts include building the capacity of local authorities to access public information, developing an e-course on open government, and providing expert assistance in co-creating the first Local Open Government Action Plan.

The Congress will continue to be a committed partner for both central and local authorities in the Republic of Moldova, advocating for adoption and implementation of open government practices at all levels of governance.

The roundtable was organized by the State Chancellery of the Government of the Republic of Moldova, with the support of the project “Promoting Multilevel Dialogue, Open Government, and Human Rights at the Local Level in the Republic of Moldova” of the Congress of Local and Regional Authorities of the Council of Europe, carried out as part of the Council of Europe’s Action Plan for the Republic of Moldova 2025–2028, as well as by the Open Government Partnership (OGP).
