The final meeting of the Working Group established jointly with the Ministry of Health of the Republic of Moldova took place on 16–17 December 2025 in Chisinau, marking an important milestone in the finalisation of the draft framework regulation for the operation of sections ensuring medical coercive (forensic) treatment under regular and strict supervision in psychiatric hospitals.
The draft Regulation aims to establish a coherent and rights-based operational model for specialised units delivering medical coercive treatment under regular and rigorous supervision. It responds to documented systemic deficiencies and the need to harmonise practices across institutions by setting binding standards related to safety and security, material conditions, therapeutic and psychosocial rehabilitation activities, and the protection of patient rights. The Regulation also defines procedures for admission, assessment, consent, review and discharge, ensures individualised and multidisciplinary recovery-oriented treatment, and introduces a clear, risk-informed differentiation between regular and rigorous supervision regimes.
The drafting of this Framework Regulation is included in the National Mental Health Programme 2023–2027 and represents a key component of the broader reform of forensic psychiatry in the Republic of Moldova, aimed at strengthening legal safeguards, improving quality of care, and aligning national practices with European human rights and clinical standards.
The activity was organised under the auspice of the Council of Europe Project “Further strengthening the prison and probation systems, the provision of health care, and the treatment of patients in closed institutions in the Republic of Moldova”, financed and implemented through the Council of Europe Action Plan for the Republic of Moldova (2025-2028).
