Building networks for safeguarding vulnerable groups

Hate speech, discrimination and hate crimes create a hostile atmosphere in society towards already marginalised groups. In order to combat this phenomenon, three support networks have been established in Soroca, Calarasi, and Dubasari districts with the support of the Council of Europe - with an aim to protect vulnerable groups from hatred, discrimination, and bias-motivated offenses.

During the initial meetings, the members of the networks (representatives of local public authorities, social workers, police officers, NGOs and civic activists) have discussed the requirements and importance of inter-institutional participation, cooperation with civil society organisations at the local level and joining efforts for overall inclusion of minority groups.

Members will cooperate to raise awareness on hatred and its consequences, as well as on existing legal protection mechanisms, and provide solid response and assistance to targeted persons and groups.

As part of this process, the Council of Europe will ensure further guidance and support to the newly formed networks in applying the best practices and exchanging experiences in the course of 2024.

By working together in addressing hate speech, discrimination, and bias-motivated offences, the network members will create a safer environment for marginalised communities and empower the victims to seek justice and support. Regular meetings will foster further work on promotion of non-discrimination at the local level and contribute to enhancement of protection from discrimination and bias motivated violence.

The activities are part of the Council of Europe Project ”Enhancing diversity and equality in the Republic of Moldova”,  implemented in the framework of the Council of Europe Action Plan for the Republic of Moldova for 2021-2024 and funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands.
