Slovenia Juvenile Justice project launches case law analysis

On 30 March 2022, in the framework of the Joint Project “Improving the juvenile justice system and strengthening the education and training of penitentiary staff in Slovenia”, the Council of Europe independent international expert, Susanna Greijer, together with local consultants from the Institute of Criminology in Slovenia, led an online meeting with the Ministry of Justice of the Republic of Slovenia, to agree on the methodology to be used for the analysis of Slovenian case law in the field of juvenile justice, with a focus on children in conflict with the law.

Bearing in mind the importance of this deliverable for the Republic of Slovenia to identify and/or confirm the main challenges to the efficiency and quality of the juvenile justice system, the experts presented and discussed the main elements of the methodology, along with the details concerning its implementation. The Ministry of Justice endorsed the proposed methodology, which was established in a scientific manner, and using specific criteria for feasibility (time, geography, accessibility of case files, type of research). It foresees the analysis of 300 case files from Prosecutors' Offices and District Courts in Ljubljana, Maribor, Koper and Celje over 5 years (2015-2019) to seek also to assess the execution of judgments.

The case law analysis, together with two other reports which will respectively analyse the current gaps in the juvenile justice system in Slovenia and offer a regional perspective with a comparative analysis of juvenile justice systems in the region, should contribute to the formulation of sound recommendations at the end of the project to ensure a successful future reform of the juvenile justice reform in Slovenia.
