The complaint was submitted by the Espace de Solidarité et de Coopération de l’Oriental (ESCO) in 2009 regarding a project for a new tourist resort in Saïdia which would, according to the complainant, damage the Ramsar site of Moulouya, an important site for migratory birds species.
