Recognising Horbachykha as a protected area to save it from residential developments

This complaint was submitted in 2020 by the #SaveHorbachykha activist movement on the planned construction of a residential complex on the Horbachykha site, which is located on the bank of the Dnieper (Dnipro) River in the centre of Kyiv.

According to the complaint, Horbachykha is a unique riverine landscape, part of the Dnieper ecological corridor, a migratory way for birds and home to dozens of endangered and protected flora and fauna species, including those protected under Annex II of the Bern Convention, such as the Eurasian beaver (Castor fiber) and Eurasian Otter (Lutra lutra).

In 2021 the complainant stated that the construction plans of the building site changed. From the 99 hectares included in the construction zone before, now 75 hectares are intended for construction and 14 hectares of the territory are foreseen as a park. However, the complainant further noticed that the categorisation as a park area and not as a reserve would allow for the construction of typical park infrastructures such as asphalt tracks and concrete embankment which would negatively affect biodiversity.
