The complaint was submitted in 2021 by an individual on behalf of the residents of the Starobelsky district of the Luhansk region of Ukraine on the development of gas fields with hydraulic fracturing methods (fracking) negatively impacting the region.
According to the complainant, fracking increases seismic activity due to changes in the structure of the subsoil and groundwater, causing the pollution of surface water and soils as well as the release of methane into the atmosphere. The fracking project may also impact surrounding Emerald Network sites, which are home to species protected under Annex II of the Bern Convention such as the European beaver (Castor fiber), wolf (Canis lupus) as well as Eurasian otter (Lutra lutra).
