The complaint has been submitted by an individual on behalf of the NGO Montenegrin Ecologists Society who are concerned that a series of documents to plan a hydropower plant has been adopted by the Montenegrin Government.
The complainant states that the plans for the power plant include areas of candidate Emerald Network site Komarnica ((ME000000P). As a consequence of the power plant construction, parts of the Komarnica river, wild nearby canyons and caves would allegedly be flooded and the ecological integrity of the current local ecosystems would be irreversibly damaged. Moreover, the project would impact a recently designated Nature park and parts of another potential Special Protected Area that is under the EU Birds Directive. The complainant raises concerns that the power plant will heavily impact local habitats and species, however the exact results of an EIA were still to be received. As an additional issue, the complainant states that the data available for the EIA was outdated and that Emerald Network Sites in Montenegro enjoy no legal protection.
