Convention on the Conservation of European Wildlife and Natural Habitats

This complaint relates to the construction of the Upper Horizons hydropower scheme in the Republika Srpska region of Bosnia and Herzegovina. Of the three large hydroelectric plants planned, one is already under construction.

The affected region is characterised by areas that are difficult to access, and there are important risks and uncertainties due to the nature of the hydrological terrain. An Environmental Impact Assessment was conducted in 2012, resulting in the Republika Srpska authorities issuing the necessary permits.

This project will have a negative impact on a diverse range of fish, mammal, invertebrate and bird species. Habitats such as wetlands, scrublands and grasslands will also be significantly damaged. The distinctive karst landscape would be destroyed, as would the river water, which is a crucial freshwater source for several towns. This could also reduce the flow of the Neretva River to several important areas, depriving them of vital ecological services. Notably, the Neretva River's delta has been included on the List of Ramsar Wetlands of International Importance since 1992 and is situated within both Croatia and Bosnia and Herzegovina.

The species and habitats at risk are covered by various internationally recognised conventions, including the Bern Convention, as well as important EU directives, since the hydropower scheme will also affect Croatia, an EU member state.
