Training of Trainers on the Right to a Fair Trial

The Joint Project on “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights” held two sessions of training of trainers on the right to a fair trial in criminal and civil matters.  The participants were the trainer judges from the Justice Academy of Türkiye, rapporteur judges from the Turkish Constitutional Court as well as prosecutors and first and second instance judges from regions. The four-day training of trainers covered the topics of the right to a fair trial (civil and criminal), implementation of the Constitutional Court judgments and included the sessions on interactive adult training methodology.

The training started with opening speeches by Mr Yakup Ali KAHVECİ, Chief Public Prosecutor of Antalya, Ms Pınar BAŞPINAR, Head of Operations of the Council of Europe Programme Office in Ankara, and Mr Abdullah Murat, Head of Department at the Justice Academy of Türkiye. In her opening speech Ms BAŞPINAR emphasised that they would prioritise the planned trainings for trainers by focusing on the right to a fair trial and addressing it in all its dimensions from the perspective of the civil and criminal procedure. Within the scope of these trainings, it is also planned to focus on topics such as the right to property, right to life, prohibition of ill-treatment, all of which are central issues in violation decisions.

Conducted by Council of Europe consultants, the training featured interactive presentations of modules followed by practical try-out sessions to enable participants to apply acquired knowledge and methodology.

By the end of this practical training, 62 participants had enhanced their skills both on methodology and content.

The Joint Project on “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Turkish Constitutional Court is the end beneficiary of the Project.
