A training-of-trainers (ToT) workshop on Individual Application Procedure was held in Ankara on 09-10-11 November 2023, under the European Union-Council of Europe Joint Project on Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights.
This workshop gathered 24 trainer lawyers from 12 provinces across Türkiye. The interactive training sessions covered a breadth of issues and challenges, ranging from creative training delivery methods to the mandate and competences of the Turkish Constitutional Court regarding individual application. The main topics of the training included exhaustion of the legal remedies and time limit for lodging of the application, manifestly ill-founded applications and procedurally admissible applications. On the last day of the training, the participants had the opportunity to perform try-out sessions to practice the training methods they learnt during the first two days.
The training was highly appreciated by the participants and also proved to be highly effective to test and adapt the methodology of the forthcoming cascade training programme, which is planned to reach hundreds of lawyers until 2025.
The Joint Project on “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Turkish Constitutional Court is the end beneficiary of the Project.
