Call for tender – Purchase of services for Preparation of Distance Learning Training Programme

Within the scope of the Joint Project on “Improving the Effectiveness of Family Courts: Better Protection of the Rights of Family Members” (referred to as Project), a provider will be procured for preparation of Distance Learning Training Programme.

All tender offers shall be submitted to [email protected] , with the reference Tender – FC Distance Learning Training Programme in the subject section by 12 January 2024, 18:00 (Türkiye time). Tender offers sent to any other e-mail address shall not be taken into account.

All questions regarding the tender shall be exclusively submitted to [email protected] e-mail address with the reference “Question – FC Distance Learning Training Programme” in the subject section by 09 January 2024, 18:00 (Türkiye time).

Eligibility criteria,

  • The bidder must be a legally registered entity.
  • Prior experience of producing an online learning/digital training platform within the last two years, with a list of completed works for both in 2022 and 2023.
  • The bidder must provide a project plan/timetable with deadlines indicating the steps to be taken during the course of production of the training programme, in line with the final deadlines provided under the Act of Engagement document (See Annex 1).

Documents requested

  • A completed and signed copy of the Act of Engagement  (See Annex 1);
  • For tenderers subject to VAT only: a quote, describing their financial offer, in line with the requirements of section C of the Tender File (see above);
  • A list of all owners and executive officers, for legal officers only;
  • List of previously created online learning/digital training platform in 2022 and 2023;
  • Proposed project plan that include technical specifications of the production;
  • List of professional video equipment (to enable the training content to be produced in line with the technical requirements set under Section 3 of the Technical Specifications) and Greenbox studio (10%);               
  • List of staff and their CVs (including proven experience on the topic) to be assigned for this task.
  • Minimum two references confirming the completion successful similar works carried out by the bidder.

 

Attachments of this call for tender contain detailed explanations of the necessary terms and conditions.

All documents shall be submitted in English, except list of all owners, registry document and relevant samples of work. Failure to do so will result in the exclusion of the tender.

In the case that one of the above-listed documents is missing, the Council of Europe reserves the right to reject the offer.

 

Relevant parts of the Act of Engagement document shall be completed, all of its pages shall be signed and submitted after being scanned. The bidders shall specify the price offer in the relevant box.

The scanned Act of Engagement may be sent page by page (attached to a single email) or as a compiled document, although a compiled document would be preferred.
