Retour Study Visit for Turkish Judges and Prosecutors

A two-day study visit to the Council of Europe was organised for a group of 14 judges and prosecutors aiming at enhancing their knowledge on the European Court of Human Rights’ standards concerning effective investigation against ill-treatment allegations. In particular the study visit encompassed the issues of effective investigation in cases of domestic violence, documenting and reporting medical evidence of ill-treatment and disciplinary and criminal liability for excessive use of force by law enforcement agencies.

Participants had the possibility to engage themselves in discussions on related topics with speakers from various Council of Europe bodies, such as: European Court of Human Rights, Department for execution of judgments of the European Court of Human Rights, Committee for Prevention of Torture, Violence against Women (GREVIO), and HELP programme.
The increased knowledge and understanding of the standards of the European Court of Human Rights and Committee for Prevention of Torture on prohibition of torture and ill-treatment will enable the participants to better apply them in their daily work as judges and prosecutors, but also as trainers.

This activity was organised within the Project “Improving the Effectiveness of Investigation of Allegations of Ill-Treatment and Combatting Impunity in Turkey”, funded by the Ministry of Foreign Affairs of Denmark and the Human Rights Trust Fund and implemented by the Council of Europe in partnership with the Human Rights Department within the Ministry of Justice of the Republic of Turkey. Participants were part of the Training of Trainers on Article 3 of the European Convention, organised under this Project and took part in different project’s activates.
