Human Resources Management: Capacity building for the Lithuanian local and regional authorities

What gets measured gets done! Regular measurement is particularly important in public administration because it helps improve its performance. Competence and capacity of public authorities is one of the principles of good democratic governance.

Through implementation of the Council of Europe’s toolkit on Human Resources Management (HRM) the Centre of Expertise for Good Governance is currently supporting the regional and local authorities in Lithuania to ensure modern HRM practices in their office. In an on-going series of HRM capacity-building workshops, the third training workshop on HRM and Appraisal will take place in Vilnius and online on 25 November. It will help the participants understand and use the most efficient tools for measuring and improving the performance of staff, which will in turn help them deliver better governance.

To fine-tune the training workshop to the needs of the participants, a survey was carried out to help identify key challenges that the Lithuanian public administration is faced with.

The activity is organised in the framework of the Council of Europe – European Union Join Project “Establishment of legal, institutional and financial framework at regional (county) level, capacity-building to enhance quality of regional public administration in Lithuania", in cooperation with the Association of Local Authorities in Lithuania.
