A delegation of the Congress of Local and Regional Authorities, composed of rapporteurs Gunn-Marit Helgesen (Norway, EPP/CCE) and Marc Cools (Belgium, ILDG) has carried out a final post-monitoring visit to Chișinău, Republic of Moldova, today, on 19 June 2023, in order to assess the development of the Revised Roadmap signed in 2021 by the Congress and the Government of the Republic of Moldova. The Revised Roadmap for Local and Regional Democracy in the Republic of Moldova was signed in order to implement the Congress recommendation 436 (2019) aimed at strengthening local and regional democracy in the country.
The rapporteurs were accompanied by Prof. Angel Manuel Moreno Molina (Spain), Chair of the Group of Independent Experts on the European Charter of Local Self-Government.
The delegation exchanged views with Artur Mija, Secretary General of the Government, Veronica Sirețeanu, Minister of Finance, Ion Gumene, State Secretary of the Ministry of Finance, Larisa Voloh, Chairperson from the Parliamentary Committee for Public Administration, Irina Vlah, Governor of the Autonomous Territorial Unit of Gagauzia and Lilian Chisca, President of the National Integrity Authority.
Bilateral discussions were also held with Ion Ceban, President of the Moldovan national delegation to the Congress, Tatiana Badan, CALM President and Viorel Furdui, CALM Executive Director.
The delegation also met with the Representative of the United Nations High-Commissionner for Refugees (UNHCR) in the Republic of Moldova.
The Republic of Moldova ratified the European Charter of Local Self-Government in 1997. The countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European bedrock of local self-government. The Congress of Local and Regional Authorities makes sure that these principles are observed.
