The Committee of Experts on effective remedies for excessive length of proceedings prepared a draft recommendation to member States
on existing effective domestic remedies concerning excessive length of proceedings, based notably on the relevant case law of the Court and conclusions of the CEPEJ and the Venice Commission on good practices and omissions in this field. The Recommendation was accompanied by a detailed Guide to Good Practice, explaining the relevant standards and giving examples of how they had been implemented in practice.
The Committee of Ministers adopted the resulting text as Recommendation Rec(2010)3.
