GRETA

GRETA – the Group of Experts on Action against Trafficking in Human Beings

GRETA is responsible for monitoring implementation of the Council of Europe Convention on Action against Trafficking in Human Beings by the Parties. GRETA regularly publishes reports evaluating the measures taken by the Parties and those Parties which do not fully respect the measures contained in the Convention will be required to step up their action.

Article 36 of the Convention concerns membership of GRETA. It stipulates that GRETA shall have a minimum of 10 and a maximum of 15 members and stresses the need to ensure geographical and gender balance, as well as a multidisciplinary expertise when electing GRETA’s members, who shall be nationals of states Parties to the Convention. In addition to their recognised competences in the fields of Human Rights, assistance and protection of victims and of action against trafficking in human beings or having professional experience in the areas covered by this Convention, GRETA members must be independent and impartial in the exercise of their functions. The Convention entrusted the Committee of Ministers to define the election procedure of the members of GRETA.

On 11 June 2008, the Committee of Ministers adopted Resolution CM/Res(2008)7 on rules on the election procedure of the members of the Group of Experts on Action against Trafficking in Human Beings (GRETA).

Composition of GRETA

GRETA is currently composed of 15 members. The members are independent and impartial experts from a variety of backgrounds. They have been elected by the Committee of the Parties for a term of office of four years, renewable once, and selected from among national candidates put forward by the States Parties to the Convention.
