Organisations entitled to lodge complaints with the Committee

In the case of all states that have accepted the Collective Complaint procedure:

  1. International organisations of employers and trade unions
European Trade Union Confederation (ETUC) website
BUSINESSEUROPE (formerly UNICE) website
International Organisation of Employers (OIE) website
  1. Employers’ organisations and trade unions in the country concerned
  1. International Non-Governmental Organisations (INGOs) enjoying participatory status with the Council of Europe which are on a list drawn up for this purpose by the Governmental Committee of the Charter for a 4-year period which may be renewed.

(List established by the Governmental Committee following the decision of the Committee of Ministers on 22 June 1995 (see § 20 of the Explanatory Report to the Additional Protocol providing for a system of Collective Complaints).
