Christos GIAKOUMOPOULOS, Director of Monitoring (Directorate General of Human Rights and Legal Affairs), will welcome the participants following which a statement will be made by Olivier BEER, UNHCR Representative to the European Institutions in Strasbourg. This event will also be attended by two members of the European Committee of Social Rights, Polonca KONCAR, President of the Committee, and Jean-Michel BELORGEY, acting as General Rapporteur. Mrs KONCAR will give a presentation entitled “The European Social Charter: protecting the social rights of persons of concern to UNHCR”. Professor Giorgio MALINVERNI, judge at the European Court of Human Rights, will focus on the European Court of Human Rights and the protection of social rights. Rhodri C. WILLIAMS, independent consultant for property restitution and refugee return issues, Madeline GARLICK, Head of UNHCR’s Policy and Legal Support Unit and other UNHCR staff members from the Balkans will discuss the right to housing and property restitution.
