[19/11/2013] An academic conference entitled  "La tutela integrata dei diritti sociali nello scenario giurisprudenziale europeo" (The comprehensive protection of social rights in the framework of European case law), took place in Verona, Italy on 22 November 2013.  Among the participants in this Conference were Mr. Giuseppe Palmisano, member of the European Committee of Social Rights, Mr. Régis Brillat, Head of the Department of the European Social Charter and Mr. Riccardo Priore, legal officer.

Seminar on improving employment conditions of young workers in Paris

Mr Luis Jimena Quesada, President of the European Committee of Social Rights, co-chaired the parliamentary seminar "Improving employment conditions of young workers (under the age of 18)" organised in co-operation with the Parliamentary Projects Support Division of the Parliamentary Assembly of the Council of Europe ( PACE). During the seminar, held in Paris on 18 October 2013, the Sub-Committee on the European Social Charter of the PACE held an exchange of views on the follow-up given, at the national level including parliamentary level, to the conclusions and decisions of the European Committee of Social Rights as regards the conformity with the Charter, in particular in terms of the right of children and young persons to protection. Ms Eliane Chemla, member of the European Committee of Social Rights and Mr Nikitas Aliprantis, former member of the Committee, as well as Mr Régis Brillat, Head of the Department of the European Social Charter and Ms Danuta Wiśniewska-Cazals attended the event.

Luis Jimena Quesada speaks on poverty in Europe

[17/10/2013] Luis Jimena Quesada, President of the European Committee of Social Rights and Annelise Oeschger, President of the Human Rights Committee of the Conference of INGOs, were interviewed for the Council of Europe's weekly Journal. The theme was "Poverty in Europe: is there a new north-south divide?" Mr. Jimena Quesada was also a participant in the Workshop on the occasion of the International Day for the Eradication of Poverty entitled “Building Europe through Human Rights : Acting together against Extreme Poverty” held in Strasbourg on 17 October 2013.

Andalusian Forum on Social Rights in Tangiers

[10/10/2013] The VIth Andalusian Forum on Social Rights was held in Tangiers from 1 to 4 October 2013. On this occasion, the Forum and the Acadamic Network of the European Social Charter paid tribute to Jean-Michel Belorgey, member (2001-2012), President (2003-2006) and Rapporteur General (2006-2012) of the European Committee of Social Rights.

Two academic conference in Turkey:  the Right to a safe environment and Children's rights

[27/09/2013]  Two academic conferences were held in Turkey on 23 and 25 September 2013. The first was held in Marmara and concerned the right to a safe environment, the second, in Istanbul, concerned children's rights. Both conferences were attended by Mr. Petros Stangos, Vice President of the European Committee of Social Rights, who spoke of the role of the European Social Charter during these events.

20 September 2013 Madrid, Spain [23/09/2013] An academic workshop entitled « La réforme du marché de travail, les droits sociaux et la Charte sociale européenne » (Labour market reform, social rights and the European Social Charter), organised by the legal department of the Spanish labour union CCOO and the Foundation "1° de Mayo", was held in Madrid, Spain, on 20 September 2013. Prof. Luis Jimena Quesada, President of the European Committee of Social Rights, participated in this workshop which targeted all social partners, including lawyers, judges and academics. Programme
20 September 2013 Maastricht, The Netherlands An academic conference organised by the Faculty of Law of Maastricht University entitled Citizens’ Rights and Economic Crisis will take place in Maastricht, The Netherlands, on 20 September 2013.  Mr. Régis Brillat, Head of the Department of the European Social Charter will participate in this conference . 19 September 2013 Kyiv, Ukraine [19/09/2013] A meeting was held on the implementation of the European Social Charter in Kyiv, Ukraine, on 19 September 2013. It consisted of an exchange of views and information on the provisions of the European Social Charter in relation to which the European Committee of Social Rights has adopted conclusions of non-conformity. Its objective was, in particular, to provide support to the Ukrainian authorities to align the legislation and practice with the Charter. Ms Elena Machulskaya, member of the European Committee of Social Rights and two former members of the Committee, Ms Polona Končar and Ms Csilla Kollonay Lechoczky, as well as Ms Danuta Wiśniewska-Cazals from the Department of the European Social Charter, attended this event.

Meeting in Bern on the ratification of the European Social Charter by Switzerland

[09/09/2013] A bilateral meeting was held in Bern to discuss the ratification of the European Social Charter by Switzerland.  The meeting was attended by the members of the Bureau of the European Committee of Social Rights: Mr. Luis Jimena Quesada, President,  Ms Monika Schlachter and Mr Petros Stangos, Vice-Presidents, and Mr Colm O'Cinneide, General Rapporteur, as well as by Mr. Régis Brillat, Head of the Department of the European Social Charter.

3-4 September 2013 Ufa, Russian Federation A seminar on the European Social Charter took place from 3 to 4 September in Ufa, Russian Federation.  It was attended by two members of the European Committee of Social Rights, Ms Elena Machulskaya and Mr Marcin Wujczyk, as well as Mr. Régis Brillat, Head of the Department of the European Social Charter and Ms Niamh Casey, Lawyer. 4 July 2013 Strasbourg, Council of Europe (Agora) Award ceremony in Strasbourg following the essay competition organised by ELSA on "Biotechnology and health care"
The award ceremony took place in the Main Entrance Hall of the Agora Building on 4 July 2013 featuring allocutions by the President of the Committee, Mr Luis Jimena Quesada and the award winner, Ms Horiana Secara, Romania. Exchange of views with Mr Gerhard Reissner, President of the Consultative Council of European Judges

[02/07/2013] On Monday, 1 July 2013, the European Committee of Social Rights had an exchange of views with the President of the Consultative Council of European Judges (CCJE), Mr Gerhard Reissner. The Committee wishes to encourage national judges to apply the European Social Charter directly and refer to its case law. The CCJE proposed to prepare an Opinion for the attention of the Committee of Ministers on the role of judges in the protection of social rights. The CCJE’s opinions are usually shared with judges in the member States.

Meeting in Sarajevo on non-accepted provisions of the European Social Charter

[25/06/2013] A meeting was held in Sarajevo on 26 June 2013 on the provisions of the European Social Charter which have not been accepted by Bosnia and Herzegovina.  Information on these provisions was provided by two members of the European Committee of Social Rights, Ms Monika Schlachter, Vice-President, and Mr. Giuseppe Palmisano, and by Mr. Régis Brillat, Head of the Department of the European Social Charter.  Mr. Karl-Friedrich Bopp, administrator, held an exchange of views on the European Code of Social Security.

A seminar on “Social security systems” in Moldova

[14/06/2013] In the framework of the Council of Europe Programme "Confidence Building Measures across the Nistru/Dnestr River" a seminar was held on social security systems in Vadul-lui-Voda, Moldova, on 18 June 2013. Two members of the European Committee of Social Rights, Mr. Lauri Leppik and Ms Eliane Chemla, participated in this seminar, as well as Ms Niamh Casey, adminstrator in the Department of European Social Charter.

Hearing of the Conference of INGOs at the Governmental Committee of the European Social Charter and the European Code of Social Security

[31/05/2013] A Hearing of the Conference of International Non-Governmental Organisations (Conference of INGOs) represented by Mrs Marie-José Schmitt, Vice-President of the Conference’s Human Rights Committee and Mr Philippe Grolleau of the INGO, PAX ROMANA, took place on Wednesday, 29 May 2013, at the 127th meeting of the Governmental Committee. The INGO representatives presented the Declaration of the Conference “Building Europe through Human Rights: Acting together against Extreme Poverty” (Strasbourg, 17 October 2012), endorsed by the Presidents of the Committee of Ministers, the Parliamentary Assembly, the Congress of Local and Regional Authorities and the Conference of INGOs of the Council of Europe, marking the occasion of the International Day for the Eradication of Poverty. During the Hearing, the INGO representatives also expressed deep concern over threats to social protection in Europe (“La protection sociale en danger en Europe”) and made a presentation highlighting the importance of provisions in the European Social Charter to protect the rights of persons with disabilities.

Vienna at 20, reviewing strategies for social justice

[28/05/2013] The 20th anniversary of the Vienna Declaration and Programme of Action was an opportunity to reflect on the progress made in implementing economic, social and cultural rights over the past two decades, and the challenges faced today by the global human rights movement in a markedly changed economic and geopolitical context.  This anniversary provides an occasion to bring together leading figures in the field of economic, social and cultural rights activism and practice for a two day meeting held in Geneva from 29-30 May 2013 entitled “Vienna at 20: Renewing strategies for economic and social justice”. Henrik Kristensen, Deputy Head of the Department of the European Social participated in this event.

Exchange of views with the President of the Court, Mr. Dean Spielmann

[14/05/2013] The European Committee of Social Rights held an exchange of views with Mr. Dean Spielmann, President of the European Court of Human Rights. Mr. Spielmann emphasised the indivisibility of human rights and the complementarity between the Court and the Committee, maintaining that both mechanisms are necessary to guarantee the protection of human rights. Views were exchanged on a wide range of topics, including recent developments pertaining to the Convention and the Charter, the future of social rights protection under both instruments, the impact of austerity measures taken by the States Parties and relations with the European Union and other international bodies. Mr. Spielmann expressed his hope that the dialogue between the Court and the Committee could continue and develop further in the future and he looked forward to resuming the exchanges on an annual basis.

Meeting on the European Social Charter held in Ankara, Turkey

[03/05/2013] A meeting was held in Ankara on 6 May 2013, in order to provide information on the provisions of the Charter not yet accepted by Turkey.  This meeting was attended by two members of the European Committee of Social Rights, Prof. Luis Jimena Quesada, President of the Committee, and Mr. Ruchan Isik, as well as Mr. Régis Brillat, Head of the Department of the European Social Charter.

[24/04/2013] The 6th Fundamental Rights Platform Meeting, organised by the Fundamental Rights Agency of the European Union, is being held in Vienna from 25 to 26 April 2013. This platform brings together participants in the agency’s network for cooperation as well as over 300 civil society organisations working on a variety of fundamental rights. On this occasion Prof. Luis Jimena Quesada, President of the European Committee of Social Rights, presented the collective complaint procedure.

A conference on human rights in Berlin:  Human rights are – and remain–indivisible!

 This is the programme of the conference which was held to celebrate the 20th anniversary of the Vienna Conference on Human Rights (Wien+20), which took place on 15 and 16 April 2013 at Berlin, Germany. Mr Florent Duplouy, from the Department of the European Social Charter and the European Code of Social Security, took part in the event, which was organised jointly by Deutsches Institut für Menschenrechte and Forum Menschenrechte.

FEANTSA and Housing Rights Watch are hosting  a Seminar in Budapest on housing rights in Hungary

[12/04/2013] In order to help build alliances within Hungary and demonstrate solidarity from across Europe, on 12 April 2013, FEANTSA and HRW, along with partners in Hungary, are hosting a seminar in Budapest to bring allies together to consider legal and political strategies for assisting the homeless.  Article 31 of the European Social Charter protects the right to housing as a fundamental social human right.  Mr Régis Brillat, Head of the Department of the European Social Charter is participating in this conference.

Immigration, a source of wealth and duties for Europe, a conference organised by the ESC and the Council of Europe, Brussels (Belgium)

[04/03/2013] The Council of Europe, the EU's European Economic and Social Committee and France's Economic, Social and Environmental Council have organised a conference entiled "Immigration, a source of wealth and duties for Europe" to be held in Brussels on 15 March 2013. This conference will aim to mobilise all stakeholders against the development of prejudices by focusing on good practices in managing immigration and to produce proposals for national and European policy-makers. Mr. Luis Jimena Quesada, President of the European Committee of Social Rights participated in this conference.

The first conference organised by the Council of Europe and the EESC "The European Social Charter: 50 years on, what next", was one of the main events organised in the context of the 50th anniversary of the European, in September 2011. 1 March 2013 Strasbourg, France A conference entitled "Poverty and Inequality in Societies of Human Rights, the paradox of democracies", organised by the Council of Europe in partnership with the European Commission, was held in Strasbourg from 21 to 22 February 2013. Mr Luis Jimena Quesada, President of the European Committee of Social Rights participated in this conference.
On the occasion of this conference, Mr. Quesada met with Magdalena Sepúlveda, the United Nations Special Rapporteur on extreme poverty, and discussed, inter alia, the Guiding Principles on extreme poverty and human rights. The Principles respond to the significant social, cultural, economic and structural obstacles that people living in poverty face, which prevent them from enjoying their rights.

8 February 2013 Strasbourg, France A colloquy entitled «Conseil de l’Europe et OIT, deux institutions au service de la justice sociale - Mise en œuvre et influence des normes en Europe et en France » (the Council of Europe and ILO, two institutions working to achieve social justice -- the application of normes in Europe and France and their impact), took place on 8 February 2013 in Strasbourg, in the hemicycle of the Maison de la Région Alsace. The aim of the colloquy was to examine the supervisory mechanisms which ensure the application of the Conventions of the International Labour Organisation (ILO) and of the European Social Charter, and the challenges they face in a world characterised both by a high level of international competition and an extremely serious economic and social crisis. This scientific event, which was held in the framework of the Third Day of European and Community social law of the Laboratoire de droit social de l’Université de Strasbourg,was organised in cooperation with the Association française de l’OIT. A seminar on the European Social Charter was held in Budapest (Hungary) on 30 January 2013 with the aim of ensuring a wider application of the Charter in Hungary. An award ceremony for the winner of the 4th edition of the International Focus Programme (IFP) essay competition on the right to health was held in the main entrance of the Agora on 23 January 2013. On this occasion, Mr. Luis Jimena Quesada, President of the European Committee of Social Rights, and the winner, Mr. Alejandro José Zamora Perez, both presented allocutions.

Academic Conference on the European Social Charter in Milan, Italy

[08/01/2013] An academic conference on “The Charter and the Protection of Social Rights” was held in Milan, Italy on 18 January 2013. This Conference was organised by the University of Milan (Università degli studi di Milano), in cooperation with the Department of the European Social Charter and the Academic Network on the European Social Charter. Presentations of the Charter and its control mechanisms were made by Mr Giuseppe Palmisano, member of the European Committee of Social Rights, Mr Régis Brillat, Head of the Department of the European Social Charter and Mr Riccardo Priore, lawyer in the Department.
