Council of Europe’s Group of States Against Corruption (GRECO) publishes report on Malta

The Council of Europe’s anti-corruption monitoring mechanism, the Group of States against Corruption (GRECO) has published today its Second Round Evaluation Report on Malta. The report has been made public with the agreement of the Maltese authorities.

GRECO’s Second Evaluation Round focuses on the recovery of proceeds of corruption, corruption in public administration and the prevention of legal persons being used to shield corrupt practices.

The report indicates that Malta has adopted several codes of ethics, including for sectors vulnerable to corruption but still lacks a comprehensive anti-corruption strategy. Further improvements are possible with respect to access to official documents, procedures for reporting and processing suspicions of corruption in public administration, and abusive migration of public officials to the private sector.

GRECO addresses several recommendations to Malta in order to improve its capacity to combat corruption. Measures taken by Malta to implement the recommendations will be assessed by GRECO in the context of a specific compliance procedure, towards the beginning of 2007.
