GRECO urges Albania to step up corruption prevention in respect of members of parliament, judges and prosecutors
The Council of Europe’s Group of States against corruption (GRECO) has published today its Fourth Round Evaluation Report on Albania dealing with corruption prevention in respect of members of Parliament, judges and prosecutors.
GRECO acknowledges that, while detailed anti-corruption and conflicts of interest regulations are in place, the existing legal framework is highly complex, and its stability is undermined by numerous and frequent amendments which are often subject to contradictory interpretation. Additionally, the rules mainly focus on restrictions and prohibitions, to the detriment of public disclosure and transparency, which curtails their effect. (more...)

Council of Europe praises Norway for its commitment to preventing corruption among members of parliament, judges and prosecutors
In a report published today, the Council of Europe Anti-Corruption Group (GRECO) assesses positively the Norwegian system for ensuring integrity and preventing corruption and misconduct among members of parliament, judges and prosecutors. The members of these professional categories enjoy high levels of public trust, thanks to a zero tolerance approach to corruption and a system that relies mainly on openness, trust and public scrutiny. Council of Europe’s Anti-corruption Group calls on Croatia to raise public confidence in judiciary and bolster anti-corruption measures in parliament
In a report published today, the Council of Europe anti-Corruption Group (GRECO) gives credit to the efforts made by Croatia to fight corruption in public life. However, despite the many encouraging steps taken, Croatian citizens’ trust in their key institutions remains low. This negative perception is particularly troublesome with respect to the judiciary and politicians. (more...

Little progress on political funding transparency - Council of Europe anti-corruption group concerned
In its annual report, published today, the Council of Europe´s anti-corruption monitoring group GRECO expresses concern about the little progress made by a significant number of European countries in implementing its recommendations on transparency of political funding.
In the report, GRECO partly attributes this situation to the political sensitivity of party and campaign funding, and to the fact that, by evaluating states in this field, GRECO´s monitoring has extended to areas beyond direct governmental control and under the influence of political parties and parliaments themselves. Under the auspices of the Austrian Chairmanship of the Committee of Ministers of the Council of Europe, this one and a half day conference will be jointly organised by the Austrian Federal Ministry of Justice, the Group of States against Corruption of the Council of Europe (GRECO), and the International Anti-Corruption Academy (IACA), with extra financial support from the Government of Monaco. In addition to taking stock of national experience and main findings in the prevention of corruption in respect of members of parliament, judges and prosecutors, it also will provide an opportunity to review policies, exchange information on good practices and identify future action in the light of GRECO’s Fourth Evaluation Round. Corruption of parliamentarians, judges and prosecutors : "the former Yugoslav Republic of Macedonia" must reinforce prevention

In a report published today on “the former Yugoslav Republic of Macedonia”, the Council of Europe’s Anti-Corruption Group (GRECO) considers insufficient and expresses concern on the effectiveness of the implementation and enforcement of the legal framework governing the prevention of corruption among members of Parliament, judges and prosecutors.   For all three professional categories, there are rules in place regarding conflicts of interest, asset declarations and gifts. Nevertheless, GRECO considers that arrangements for compliance with these rules and their monitoring need to be improved. (more...)

Council of Europe Anti-Corruption Group (GRECO) publishes its compliance report on Ukraine
A report detailing the follow-up given to recommendations made to Ukraine by the Council of Europe’s Group of States against Corruption (GRECO) has just been published with the permission of the Ministry of Justice of Ukraine. The recommendations concerned two distinct themes – “Incriminations”, where GRECO very much regrets that the legal reform is incomplete and partly inconsistent, and “Transparency of Party Funding”. Group of States against Corruption publishes summary of its confidential report on Belarus
The Council of Europe’s Group of States against Corruption (GRECO) today published a summary of its Joint First and Second Round Evaluation Report on Belarus adopted in June 2012. It assesses compliance by Belarus with the Council of Europe’s anti-corruption standards and, more specifically, it examines the independence, powers and means available to national bodies responsible for the prevention and fight against corruption, the extent and scope of immunities from investigation and prosecution for corruption offences, possibilities for seizure and confiscation of proceeds of corruption, corruption within the public administration, and the use of legal persons to shield corruption offences. Council of Europe anti-corruption body urges Spain to recast public trust in political and judicial institutions
In a report published today, the Council of Europe anti-corruption group (GRECO) expresses concern about the proliferation of corruption scandals tainting the credibility of political institutions in Spain. It advises that the central Parliament lead by example by putting in place a comprehensive integrity package with clear ethical standards, matched with greater transparency of MPs’ financial interests and a robust enforcement mechanism to sanction wrongdoing. Resignation of the Slovenian anti-corruption Commissioners
During its latest plenary meeting (Strasbourg, 2-6 December 2013), GRECO noted with concern the recent resignation of the Chief Commissioner for the Prevention of Corruption of Slovenia and of his two deputies. In a press release, the Commissioners explained that their initiative was meant to sound alarm bells regarding the lack of political will that surrounds certain necessary reforms of the institutional and legal framework for the prevention of and fight against corruption in Slovenia.
GRECO hopes that the selection process of the future commissioners will ensure that they fulfil the highest guarantees of integrity and independence. It will be kept informed of the situation by members of the Slovenian delegation to GRECO.
