The Group of States against Corruption (GRECO) publishes its Eighth General Activity report (2007)

Strasbourg, 08/04/2008 - The Group of States against corruption - GRECO publishes today its Eighth General Activity report (2007) which was presented last Wednesday to the Committee of Ministers by GRECO’s President, Mr Drago KOS (Slovenia).

The report provides details of GRECO’s operation during 2007 and of its co-operation with other international players.

GRECO presents information on its First and Second Evaluation Rounds, as well as the first visits carried out and the reports adopted in connection with its Third Evaluation Round which was launched in January 2007. The Third Round deals with two distinct themes, i.e. the incriminations provided for in the Criminal Law Convention on Corruption (ETS 173), its Additional Protocol (ETS 191) and Guiding Principle 2 of Resolution (97) 24, and the transparency of party funding (Recommendation Rec(2003)4).

The report devotes an entire chapter to the issue of “revolving doors”, based on GRECO’s Second Round Evaluations and a tour de table held on this topic in October 2007, exploring the challenging issue of how to best regulate the movement of public officials to the private sector.

In 2007, three new States joined GRECO: Italy, Monaco and the Russian Federation. The group now has 46 member States. Liechtenstein and San Marino remain the only Council of Europe Member States which have not joined GRECO.
