BACKGROUND

The rationale for the African component of the International Year of Youth is driven in the commitments made by African Heads of Government in the Fourteenth Ordinary Session of the Assembly in Addis Ababa, Ethiopia on 2 February 2010 Assembly/AU/Dec.274 (XVI) in recalling earlier Decision of Assembly/AU/Dec.250 (XIII) requesting all Member States and the African Group in New York to give their support to efforts geared towards the adoption of a draft resolution proclaiming 2010 “International Year of the Youth” initiated by His Excellency Zine El Abidine BEN ALI, President of the Republic of Tunisia:

    a) URGED Member States to organize and undertake national actions and participate in regional and international activities to mark the International Year of the Youth
    b) REQUESTS the Commission to get actively involved in the popularization of the theme of the International Year of the Youth, “Dialogue and Mutual Understanding” in the implementation of the appropriate activities and in the monitoring of actions undertaken by Member States and Regional Economic Communities
    c) ALSO REQUESTS the Commission to report to the Ordinary Session of the Assembly through the Executive Council in January 2011 on the status of the overall implementation of actions relating to the celebration of the International Year of the Youth

The UN General Assembly resolution A/RES/64/134 “Decides to proclaim the year commencing on 12 August 2010 the International Year of Youth: Dialogue and Mutual Understanding”. The launch of an International year of Youth seeks to generate the attention for Youth participation and Youth development at local, national and global levels. The resolution also invites Member states, international and where appropriate, regional organizations including the African Union Commission to support all activities related to the Year.

The African Youth Day every 1 November was proclaimed and instituted on the occasion of the African Youth Charter adoption in Executive Council decision of Banjul Summit 2006 DOC.EX.CL/292 (IX): It seeks the avenues to promote and celebrate youth throughout the Continent with, for and by the youth at national level.

In Africa, the celebration of the African Youth Day (AYD) could be combined with the International Year of Youth, given that The African Union Commission recommends the same theme for activities and reflection, while preparing the July 2011 Summit of African Heads of Governments, Malabo Equatorial Guinea, which is devoted to Youth empowerment and development for sustainable development.

PURPOSE

The purpose of this event is to promote an increased understanding of the importance and benefits of Youth participation in all aspects of African society and to devote their energy, enthusiasm and creativity to development and inter-generational and cultural understanding.

The theme is: Dialogue and Mutual Understanding.

For the Launch of the International Year of Youth, events have been taking place in all regions of the world. Events have been organized by a variety of stakeholders including UN Agencies, Inter-Governmental Organizations, National Governments, National Youth Councils as well as civil society organizations on both the national and international level.

African events could include a variety of activities, ranging from conferences, roundtables, concerts, film festivals, debates, picnics, free guided tours, art exhibitions, various contests campaign and programmes, including the theme Year: “dialogue and mutual understanding”

To this end, every African Youth Day could be celebrated through various activities, keeping in mind the theme of the events. In this case: Dialogue and mutual Understanding – to be experienced through Intergenerational Dialogue, aiming to bring the youth to engage discussion with adults and authorities (where possible) on selected topics

    · Conflicts in Africa: reflecting on actual occurrence on the continent
    · Leadership & Entrepreneurship among the Youth: upcoming challenges?
    · Etc.
