Chairmanship of the Committee of Ministers

CM documents concern items on the agendas of Ministers’ Deputies’ meetings.
CM/Inf documents
Committee of Ministers information documents may originate from the Committee of Ministers
itself (eg. report on a visit by the Chair or on a meeting at which the Council of Europe
was represented by the Chair of the Committee of Ministers) or from the Secretariat.
They may concern items which are not on the agenda of a Ministers’ Deputies’ meeting.

Communications on the activities of the Committee of Ministers
- Statutory Report
Article 19 of the Statute requires the Committee of Ministers to supply regular reports of its activities
to the Parliamentary Assembly, together with appropriate documentation. These reports have
come to be known as the "Statutory Reports".

Conventions
Under Article 15.a of the Statute, the Committee of Ministers shall consider the action required
to further the aim of the Council of Europe, including the conclusion of conventions or
agreements and the adoption by governments of a common policy with regard to
particular matters.

Article 15.b of the Statute, provides for the Committee of Ministers to make
recommendations to member states on matters for which the Committee has
agreed "a common policy".

ii. documents classified “restricted” are declassified a year after being issued
iii. documents classified “confidential” are declassified 10 years after being issued
iv. documents classified “secret” are declassified 30 years after being issued
