The elections of 21 June 2015 in Albania - Lessons learned and steps ahead: Administration, Legislation, Education and Participation

The Council of Europe, in cooperation with the Central Election Commission of Albania, organized a conference entitled "The elections of 21 June 2015 in Albania - Lessons learned and steps ahead: Administration, Legislation, Education and Participation", on 29 September 2015. The conference focused on the main findings and recommendations of the final reports of the Congress of Local and Regional Authorities of the Council of Europe and OSCE/ODIHR and the assistance offered by the Council of Europe in supporting the recent elections in Albania. The conference aimed to indicate the main steps that need to be taken in the context of an upcoming electoral reform. Members of Parliament, representatives from political parties, civil society, experts on electoral issues and international organizations were invited to attend.

The opening remarks were addressed by Lefterije Luzi (Chairperson of Central Election Commission). Francois Friederich (Head of Division of Electoral Assistance, Council of Europe), Robert Wilton (Acting Head of OSCE Presence in Albania), Nigel Mermagen (Member of the Congress of Local and Regional Authorities) and Richard Lappin (OSCE/ODIHR Senior Election Adviser) presented the main findings and recommendations based on the observation missions organized last June by their respective organizations. Pierre Garrone, (Head of Division at the Venice Commission) presented the Venice Commission’s recommendations on improving legislation and administration of elections in view of the next elections and members of the Central Election Commission and of Albanian Civil Society Organizations shared their experience and views from a local perspective.

The four sessions of the conference focused on the:
Election Administration – Which are the next steps towards independence, impartiality and professionalism?
Election legislation and its implementation – What needs to be improved?
Voter’s Education and Awareness Raising – What has to be done?
The Role of Civil Society in the Observation of Elections

Albania became member of the Council of Europe on 13 July 1995. Following its accession, a Council of Europe presence headed by the Special Representative of the Secretary General of the Council of Europe was established in Albania, and succeeded, in June 2003, by the establishment of the Information Office of the Council of Europe. Since January 2011, a Council of Europe Office in Tirana is set up as a new institutional form of co-operation.

As representative of the Secretary General in Albania, the Office works to promote the Council of Europe values and standards pertaining to human rights, rule of law and democracy. It facilitates the effective co-operation between the various Council of Europe bodies located in its Headquarters in Strasbourg and the domestic and international partner institutions in Albania.

The work of the Council of Europe in Albania is dedicated to assisting the Albanian authorities to continue bringing the Albanian legislation, its institutional practices and policies fully in line with its obligations stemming from its Council of Europe membership.
