On 7 December, 2016, the seminar on “The Istanbul Protocol and standards of documentation of evidence of ill-treatment” was held for the staff of the medical service from penitentiary institutions of the Republic of Moldova, in Chisinau, Republic of Moldova.
The seminar was organised within the Council of Europe project “Support to Criminal Justice Reforms in the Republic of Moldova”, funded by the Government of Denmark (CJR MD Project) in cooperation with the Department of Penitentiary Institutions of the Republic of Moldova.
During the seminar the Council of Europe international consultant provided a general overview on different aspects of human rights and definitions of torture, ill-treatment, inhumane and degrading treatment and punishment. The discussions were focused on the international standards and principles of medical care and ethics in prisons, effective medical documentation of torture and ill-treatment indications as well as physical and psychological evidences of torture and ill-treatment under the Istanbul Protocol.
The aim of the seminar was to strengthen the capacities of the medical service within the penitentiary system in documenting and reporting on indications of torture, ill-treatment, inhumane and degrading treatment and punishment in line with international standards.
The seminars fall within one of the objectives of the CJR MD project: Developing institutional capacity for adopting regulatory guarantees, implementing strategies and action plans aimed at preventing and ensuring remedial action in cases of ill-treatment. It is one of the activities directed to enhance capacities of the Department of Penitentiary Institutions of the Republic of Moldova.
