Harmonisation of the national practice with the standards imposed by the European Court of Human Rights (the Court) is a fundamental precondition for ensuring legal certainty and the overall protection of human rights in the member states.

In this context, the EU-Council of Europe Action “Supporting effective domestic remedies and facilitating the execution of judgments in Albania” is supporting the Albanian High Court to lead to a more coherent and harmonised practice with Council of Europe and the European Court of Human Rights standards

To this effect, two representatives from the Documentation Centre of the Albanian High Court visited the Council of Europe and the European Court of Human Rights in Strasbourg on 29 and 30 September 2022. The main objective was to have the first-hand experience from the Court in harmonising its practice and systematising decisions. The two-day study visit included a training on HUDOC and a presentation of case-law analysis, summary of judgements, case-law transparency and accessibility and digital transformation in justice systems.

This activity was organised in the framework of the action “Supporting enforcement of the judicial decisions and facilitating the execution of ECtHR judgements in Albania” funded by the European Union and the Council of Europe and implemented by the Council of Europe in the framework of the programme Horizontal Facility for the Western Balkans and Turkey 2019-2022.
