Back Supporting Albania in developing a National Asset Recovery Strategy

The Council of Europe supported the efforts of the Albanian authorities to developing a strategic framework on asset recovery. About 50 representatives of the Ministry of Interior, Ministry of Justice of Albania, the General Prosecution Office, Prosecutors and Judges from various Judicial Districts, Administration of the Management of Seized and Confiscated Asset, General Directorate for the Prevention of Money Laundering exchanged views on a technical paper prepared with the CoE expertise, which provided an analysis of the current legal and institutional framework and recommendations for its strengthening.

The participants discuss on the potential for development of an effective strategic framework on asset recovery in Albania, including through review of the conformity of the legislative and institutional Asset Recovery Framework of Albania with International and Council of Europe standards. One of key aspects of the discussion is the identification of key milestones and indicators to measure the effectiveness of the Asset Recovery Office in Albania.

Participants outlined the importance of organising such activity in line with the priorities of the Ministry of Interior and that the strategy on asset recovery affects them all in their work. They affirmed that the establishment of a national multidisciplinary centre on asset recovery would create positive results and enhance the effectiveness of the asset recovery system in Albania. This activity will be followed by subsequent working groups tasked with the drafting of the National Asset Recovery Strategy.
