The Council of Europe is continuing its support to the Montenegrin institutions in their effort to comply with international human rights standards, with specific reference to the recommendations of the European Committee for the Prevention of Torture.

To this end, a team of Council of Europe experts specialized in prisons’ management met with representatives of the Directorate for the Execution of Criminal Sanctions of the Ministry of Justice, the Ombudsman/NPM, civil society organizations and the Institute for the Execution of Criminal Sanctions in Spuz. The focus of the mission was to assess the existing prison staff training curricula with regard to the prevention of ill-treatment and to provide recommendations for their improvement. Subsequently, Council of Europe experts will assist development and delivery of a Training for Trainers programme based on the findings of the mission and in close cooperation with the local authorities.

The activities are conducted in the framework of the Action “Enhancing human rights protection for detained and sentenced persons in Montenegro” co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
