The Council of Europe is currently implementing a Project on Strengthening the human rights protection of refugees and migrants in the Republic of Moldova: phase II. The Project is being implemented from 1 January 2025 to 31 December 2028. The overall purpose of the project is to enhance the protection of refugees, asylum seekers, and migrants in the Republic of Moldova by improving the capacities of the Moldovan authorities.
In that context, it is looking for Provider(s) for the provision of consultancy services on the development of a curriculum for studying Romanian as a foreign language and orientation/integration courses designed for adult migrants and refugees in the Republic of Moldova. This activity will eventually lead migrants and refugees to proficiency in the Romanian language along with knowledge of major aspects of Moldovan culture and life, and that will contribute to inclusion and integration of refugees into Moldovan society.
The call includes the following lots:
Lot 1 - Provision of international consultancy services on the development of a Curriculum for studying Romanian as a foreign language and orientation/integration courses designed for adult migrants and refugees in the Republic of Moldova (concerns regulatory and policy frameworks of Council of Europe member states on the development and implementation of language curriculums B1-B2 CEFR levels (the Common European Framework of Reference for Languages), and orientation/integration courses designed for adult migrants and refugees; structure, learning content, and methodology of language curriculums and orientation/integration courses; Council of Europe standards and approaches, European practices relevant to teaching methods, syllabuses, teaching materials as well as training materials for adult migrants and refugees).
Lot 2 - Provision of national consultancy services on the development of a Curriculum for studying Romanian as a foreign language and orientation/integration courses designed for adult migrants and refugees in the Republic of Moldova (concerns regulatory and policy frameworks of the Republic of Moldova on the development and implementation of the Curriculum B1-B2 CEFR levels, and orientation/integration courses designed for adult migrants and refugees; structure, content, and relevant Romanian linguistic elements of the Curriculum (speech acts, phonology, morpho-syntax, lexicon, and text genres); syllabus, structure, learning content, and methodology of orientation/integration courses in the Republic of Moldova, training materials for adult migrants and refugees in Moldova).
